South Africa has been officially removed from the European Union’s list of “High-Risk Third Country Jurisdictions,” effective 29 January 2026, following its October 2025 exit from the Financial Action Task Force (FATF) greylist and the UK’s high-risk register.
The EU decision, published on 9 January 2026, lifts mandatory enhanced due diligence requirements that had burdened South African-related transactions since August 2023, when the country was automatically listed after its FATF greylisting.
This shift directly affects access to the EU’s €14 trillion internal market, reducing compliance friction for trade, payments, and investment flows.
The European Commission acknowledged that South Africa, alongside Burkina Faso, Mali, Mozambique, Nigeria, and Tanzania, had “strengthened the effectiveness of their AML/CFT regimes and addressed technical deficiencies,” a recognition that underscores the credibility of reforms undertaken.
While National Treasury cautions that challenges remain in fully implementing anti-money laundering and counter-terrorism financing systems, the delisting represents a significant reputational and operational milestone.
Analysts note that the removal of legislative obligations on EU financial institutions does not compel banks to alter their risk policies overnight, but it does open the door for more flexible engagement.
The broader implication is a potential easing of capital flows into emerging markets, with South Africa’s improved standing likely to bolster investor confidence and trade partnerships.
As the country prepares for its next FATF evaluation in 2027, the global market outlook is one of cautious optimism: the decision signals that credible reforms can translate into tangible access gains, reinforcing the link between governance improvements and international economic integration.
